Underwater Clumpy Gook Clogging Strategy to Stop Spy Submarines in US Coastal Waters

2020 ford explorer key fob seems as if each year we have more and more incursions into our coastal waters by foreign nations and their submarines. We also have incursions into our airspace, usually by the Russians testing our air defense systems. Not only here but all over North America and we've caught them trying to sneak through into Canada as a training or practice exercise, all the while smiling as they test our radar systems. Don't kid yourself there have been incursions where we have not detected the Russian aircraft, and now they have a new stealth fighter plane, you can be sure they will test that too.
Okay so how can we stop these incursions? Not only here but how about in the South China Sea, and other disputed territorial waters off the coast of China or within the region? It should be obvious to anyone watching the tentacles of China and their "string of pearls" strategy that things are moving forward very briskly for the Chinese. The Russians and the Chinese have nuclear submarines, and Russia is busy selling nuclear submarines to other nations, some of them old and haphazardly refurbished, and they are building new ones for export.
The United States must protect our oil platforms and oil assets, but we must also protect our shorelines. An infiltrating nuclear submarine running silently could shoot off nuclear warheads close enough to the coast that our missile defense system would not be able to shoot it down in time. They could be shot up over a major city along the coast with an electromagnetic pulse detonation killing all the electronics in the entire region, rendering everything unusable.
Even though today things are moving onto the Internet and they might have a better chance at hacking down our systems, the electromagnetic pulse would be one strategy, but they have to get close, because if those missiles are coming from far away we can see them and shoot them down now due to our missile defense systems and strategy. Something we are also apparently going to be building for the rest of the planet and all of our allies too, as long as they pay for it.
Underwater undetected threats are a challenge. Might I suggest a new innovative strategy? Why don't we come up with an emulsifier based clumpy gook similar to a crude oil spill mixed with a dispersion chemical which would eventually dissolves without an environmental problem? A nuclear submarine which relies on cool ocean water for cooling would have to surface, where it would be spot-able and taken into custody. Once into shallower waters the gook would start rapidly dissolving. This is not a difficult chemical process to create. It could work. Indeed I hope you will please consider all this and think on it.
